A typical configuration script for Ubuntu 8.04 with the intel compiler should look like: 
CCFLAGS="-O3"
FFLAGS="-O3"
CXXFLAGS="-O3" 
./configure --prefix=/usr/local/mpich ... (NEEDS FIXING) ...
